"Milton R. Miller ...served more years as mayor than any person to date. As Miller served during the city's peak growth years, more imporvoemnts occurred under his leadership than in any other administration. The city grew rapidly and Miller saw the continuing need for a acity planning commission. When the legislature enacted enabling legislation, Miller appointed Murray C. Bandy as chairman of the new City Planning Committee and charged him with compiling inforamtion and regulations for an ordinacnce to be enacted by the city council" (Bandy, 72).
"During Mayor Millers' terms in office, he...curbed and guttered streets, expanded utilities to new additions, expanded aqueous bed water supply with a 16-inch water main into town, dug new wells, built a new water tower, paved streets with concrete, expanded cememtary by purchase of land, expanded fire and police departments, constructed new city building, purchased library buildings and voted levy for funding it, built new sewer plant, constructed golf course, and brought many additions to the city" (Bandy, 73).
